The Center for European Policy Analysis (CEPA) seeks a talented individual to lead a 15-month program on the country of Romania.
CEPA is a policy non-profit organization committed to promoting an economically vibrant, geopolitically secure and politically free Central & Eastern Europe with close and enduring ties to the United States. The only U.S. institute dedicated to the study of this strategically important region, the Center works to strengthen the bonds of strategic interests, commerce and democratic values that link America and the former communist countries of the CEE space. Through analysis, public events, fellowships and consultation, CEPA helps U.S. and regional governments shape their policy priorities; American businesses navigate regional policy and regulatory environments; and regional leaders, reformers and scholars develop more effective and impactful partnerships.
Position Summary: The U.S.-Romania Program Fellow will help to design and lead a structured 15-month analytical program focused on the country of Romania. The first effort of its kind, the U.S.-Romania Program will seek to identify under-developed opportunities for strengthening Western strategic engagement in Romania and promote strategies for bolstering the external and internal drivers of political reform and democratic institution-building in the country. Working from the CEPA offices in Washington, DC the Fellow will be a highly focused individual with a demonstrated ability to develop and manage an NGO analytical program and the capacity to translate passion for Romania and its people into operational success in strategic programming and policy impact. As leader of the U.S.-Romania Program, he/she will:
·         Provide strategic leadership by working with the CEPA leadership, staff and other key stakeholders to develop the program, its major research areas, engagement strategies and program deliverables from the ground up;

·         Provide intellectual leadership by working with CEPA analysts and fellows to identify the key policy areas in which U.S./European Union (EU) engagement, CEE best practices and improved internal policy inputs could bring the greatest impact in aiding Romania’s transition process and improving the welfare of its people;

·         Author and commission publications; chair working groups; and organize policy briefings and a 2-day in-country conference to raise awareness of key Romanian strategic, economic, energy-related, and political reform issues in the U.S., European and Romanian policy communities;

·         Engage in active program outreach to U.S., European and Romanian NGOs, government agencies and civil society groups to create a network of individuals and institutions committed to the future of Romania;

·         Aggressively utilize traditional print, broadcast and new/social media formats to disseminate program activities, products and events and sustainably engage key audiences in both the United States and Romania.



Qualifications


CEPA is a mission-driven organization with a highly collaborative culture that emphasizes creative and comprehensive analysis as its core product. A successful candidate will be a policy entrepreneur capable of formulating and pursuing ambitious goals in coordination with CEPA staff. He/she will possess experience in the policy NGO field, fluidity in social media, and an Atlanticist-oriented, reform-minded passion for the country of Romania. A gifted communicator in both English and Romanian with a commitment to bringing positive change, he/she will possess a strong sense of integrity and ambition to support the creation of a robust, change-oriented CEPA Romanian programming presence at a potentially critical phase in Romania’s post-communist transition.

Desired qualifications include (Note: candidates possessing comparable skill-sets will also be considered):

·         Masters’ degree in international relations, economics, regional studies or a related field;

·         Advanced verbal and written communication skills in both English and Romanian;

·         Minimum 5 years of experience in a policy setting (government or non-profit) or similar field;

·         Minimum 2 years of experience managing an NGO program or similar experience;

·         A deep knowledge of the major issues, actors and institutions in Romanian politics, economics and Romanian-U.S./EU relations;

·         Commitment to promoting a democratic, free market, Atlanticist future for Romania and the CEE region;

·         Ability to conduct research and analysis to address complex public policy problems, and to translate those issues clearly and engagingly into language easily comprehensible to experts and non-experts alike;

·         Ability to compose, review and edit reports, proposals and other documents quickly, concisely and factually, and to present them verbally at meetings;

·         Ability to cooperate with and provide visionary leadership to a group of talented, committed professionals from both the United States and Romania.
