Development Transformations (DT) is seeking a Transition Advisor to provide long-term support to a U.S. Agency for International Development (USAID) program in Yemen.  The Transition Advisor will provide program guidance, political analysis, and managerial support for a USAID Office of Transition Initiatives (OTI) program in Yemen.
Duties include: contributing to the overall strategic direction and objectives of the OTI program in Yemen; providing advice, analysis, and reporting on political and security developments; proposing and reviewing potential grants and other activities; contributing to monitoring and evaluation; working very closely with, and reporting to, the OTI Country Representative; overseeing the use of the OTI database; and contributing to budgetary oversight.

Required Tasks
·      Provide advice, analysis and reporting to OTI on the following:

·      political developments and security concerns

·      potential programmatic approaches and ways in which programming should be adjusted in response to the fluid situation in the country

·      individual proposed grants and other activities, including their political relevance and relevance to the programs’ evolving strategy, the worthiness of proposed grantees and other partners, and feasibility

·      Contribute to the monitoring and evaluation of the program
·      Oversee the use of the activity database
-      Assist in the process of setting strategic programmatic approaches and proposing new directions, as necessary
-      Contribute to budgetary oversight through Quarterly Financials and Accruals Reports and the database
-      Develop and maintain collaborative relationships with the Republic of Yemen Government, potential partners, stakeholders, donors, as requested by OTI
-      Monitor existing partner organizations and assess potential new partners

Required Experience and Skills
·      Fluency or advanced level Arabic required
·      Previous experience with OTI strongly desired
·      Minimum of four years experience in a related position, including: contract/grant management, community development, civil society, democracy and governance, human rights, humanitarian response, and political analysis
·      Minimum of three years experience in conflict-prone countries
·      Minimum of two supervisory experience at a management level
·      Minimum of two years experience supervising small grants programming
·      Minimum of two years experience working in an Arabic-speaking country
·      Demonstrated ability to maintain staff morale in a challenging country
·      Advanced degree in a related field or equivalent professional experience
